Welfare Schemes

District Council for Child Welfare, Kaithal

The Distt. Council for Child Welfare, Kaithal is a pioneering agency working for the cause of welfare of children in the District through the network of its activities. Come in being in the year 1989, it is the district branch of Haryana State Concil for Child Welfare, Chandigarh. At present the Council is running following activities:-

1. Aims and Objective
• To coordinate the child welfare activities and help in the development of child welfare movement in the District.
• To initiate action for promoting Child Welfare services in neglected areas.
• To promote and undertake Welfare services for both normal and handicapped children.
• To influence the formulation of general child welfare policies and programmes in the District.
• To work as liaison among voluntary agencies and the government agencies for maximum co-operation and ultimately securing continued improvement in standards of child care.
• To run activities for prevention of drug abuse.
• To run activities for education of drop out girls of remote areas of the District.
• To run activities to provide vocational training in the District.
• To rehabilitate the vagrant, street and regpicker children though nutritional and non formal education services.

2. Programmes & activities
A. Creche Centres
In order to look after the children of working parents in their absence, the Council is running 13 Creches Centre in the district. Children up to the age of 06 years are provided nutrition, non-formal education and play services. About 335 children are getting the benefits from the Creche Centres.

B. Integrated Rehabilitation Centre for Addicts
The Distt. Council is running a Integrated Rehabilitation Centre for Addicts at Cheeka having the indoor capacity of 15 beds under the grant-in-aid scheme of Ministery of Social Justice & Empowerment, New Delhi. One Project Co-ordinator, Medical Officer ( PT), One Social Worker, One Counsellor, One Yoga Therapist (PT), One Ward boy and Nurse is employed in the year 2005, the centre is providing the services free of cost. During the year 2014-15 total 205 addicts have been registered and de-toxified so for.

C. Bal Bhawan
A Bal Bhawan has been established for the purpose of providing various sevices to the children under one roof. In this Bal Bhawan a children’s library, hobby classes, Craft Centre, Hair & Skin Care Centre, Day Care Centre, Sunday Coaching Classes, & Open Shelter Home are being run.

D. Children Day Function
For celebrating Children’s Day various competitions are organized at distt. Level, Meximum participations on the part of children is ensured. These competitions are organized in three age group- primary classes children, middle classes children and secondary classes children. Among these competitions Quiz, Sketching on the Spot, Poster Making, Rangoli, Baby Show, Clay Modeling, Declamation, Facy Dress, Solo Song, Solo Dance, Group Dance, Painting, Rangoli, Quiz etc have been organized from 20-10-2014 to 28-10-204. From November, 10th to 13th on the Spot Painting, Poster Making, Mahendi & Greeting Card Making are held. On 14th November, 2014 the winners of these competitions were given away the prizes at Bal Bhawan by Sh.N.K.Solanki, I.A.S., DC-cum-President Distt.Council for Child Welfare, Kaithal. On this occasion colourful cultural programmes are presented by the children and sweets are distributed among the children.

E. Hobby Classes
In order to develop the talent and hobbies of children and to make use of their spare time in a best possible manner, Dance, Yoga, Karatte, Drawing & Painting classes were organized at Bal Bhawan, Kaithal especially during summer vacations.

F. National Painting competitions
National Painting Competition was organized by the District Council for Children in 5 age groups including children with spastic/multiple disability, mentally challenged, visually impaired and speech/hearing impaired have participated. The best 05 paintings from each group were selected at Distt. Council for onward submission to Haryana State Council for Child Welfare for the final selection for National Painting Competition. District Council has given award on the Children Day to children whose paintings are selected at District level. This year 500 children have pariticapted in this Competition.

G. Craft Centre
Craft Centre is run by the Council under grant-in-aid of Haryana State Council for Child Welfare, Chandigarh in which about 50 girls/women are benefited. The trainees are given the raw material free of cost in this centre. The place for Craft Centre is changed from time to time with in the district so that the girls/women in different villages are benefited.


H. Adoption of Children
Adoption of children is one of the most important programme of Haryana State Council for Child Welfare, Chandigarh which aims at creating wide awarness about adoption of children as well as right information to interested parents about adoption. On receiving information about any destitute child/unclaimed newly born baby in the district, he/she is immediately sent to the Shishu Greh situated at Panchkula run by HSCCW after completing all formalities from where the children are given in adoption after following the due legal process.

I. Open Shelter Home
An Open Shelter Home is being run in Bal Bhawan, Kaithal having the capacity of 25 children under the grant-in-aid scheme of Govt. of Haryana. This centre recive the children who are in the need of care & protection for a short time. A Counselor, a Social Worker, two Out Reach Worker, two educatior and are helper are provided in the centre.

J. Hair & Skin Care Centre
In order to provide the training to young girls & women Distt. Council for Child Welfare, Kaithal is running a Hair & Skin Care centre in Bal Bhawan, Kaithal in which 25 beneficiaries are getting the training.

K. Sunday Coaching Classes
In order to provide the coaching facilities to needy and poor students of 6th to 12th classes Distt. Council for Child Welfare, Kaithal is running Sunday Coaching Classes in English, Math and Science subject. 65 students of different class are getting the benefit under the trained and qualified teachers.

L. Home Work Classes
In order to rednce the incidence of school droputs, Distt. Council for Child Welfare, Kaithal is running supervised home work class in which 35 children upto 6th class are helped to complete their home work.

M. Day Care Centre
Having the capacity of 25 children Distt. Council for Child Welfare, Kaithal is running a Day Care Centre in which children of poor family are taken care of during the day by involving them in pre-school activities outdoor & indoor play.

N. Celebration of Special Day
Distt. Council for Child Welfare, Kaithal is organizing different activities on the special day to create the awareness and importance of the day celebrated by organizing seminars, speech competition, declaimation contests, essay writing, poster making competition, Poem recitation etc. International day against drug abuse and illicit trafficing, World Population Day, August Karanti Dewas, Herosima Diwas, U.N. day etc. were celebrated.

O. Medical Check-up Counter
For the applicants of Driving Licence and Arm Licence, two Medical Check-up Counter have been established in S.D.O. (c), Kaithal and S.D.O.(c), Gulha offices through Distt. Council for Child Welfare, Kaithal in which services of well qualified Doctor, Lab Technician and other staff is beingl provided.During the year 2014-15 total 14520 persons were examined an amount of Rs.15,30,940-00 has been collected from these centres so far.

Welfare Department
1. Grant for construction of House( For SC & ST only )
Under this schemes the grant is provided to those persons of SC & ST Communities who are not have their own Pacca House. Grant of Rs. 50,000 is provided for construction of house & 10,000 as house repair of house.

2. Appreciation Grant to the Panchyat to extra-ordinary work
Under this scheme those panchyats are provided the grant who work for the welfare of SC community.

3. Indra Gandi Priya Darshni Vivah Shagun Yojna
Under this scheme the assistance is provided to those persons whose names are in B.P.L.. Rs.15000/- is granted to SC& widow of any caste. BC & General Category applicants are provided financial assistance if Rs. 5100. Under this scheme only those persons are eligible who have only two daughters only.

4. Inter caste marriage plan
Under this scheme, the applicant should be from SC Category and if he married with other caste girl. The applicant should be Haryana domicile. Rs. 50000 is provided to such couple.

5. Atrocities Act Grant
Under the scheme a financial assistance of Rs. 15000/- to 2.00 lacs can be provided if the case is registered under SC/ST Act, 1989.

6. Post Matric Scholarship Scheme(for SC/BC)
Under the Scheme the grant is provided to those SC/BC
candidates who have passed Matric Examination and are studying in higher classes.

7. First Class Appreciation Grant
Under the Scheme the assistance of Rs. 3000/-, 4500/- and 6000/- is provided to those SC candidates who have passed the (10+2), B.A. & M.A. examination with First Division.

8. Dr. Bhim Rao Ambedkar Scholarship Plan(SC/BC)
Under the scheme Rs. 1000/- is provided to those (SC/BC) candidates who pass their Matric Examination with First Division.
